The system of primary health care (PHC) has drastically evolved in the last few years due to novel challenges COVID-19 pandemic. global community developed new approaches for using modern technologies quickly make decisions and promote prevention, software tools applications patients, general practitioners, doctors training, roles PHC team members support practitioners deliver a larger part population. growing population’s needs should be met through efficient organization care-oriented system. In order have timely, high-quality medical care, national authorities healthcare organizations providing are engaged management.
 Materials methods. review was prepared reporting guidelines systematic reviews meta-analyses (PRISMA). search conducted bibliographic databases eLibrary, PubMed, MEDLINE, Google Scholar following keywords: functional-target operating model, management polyclinics countries world, lean polyclinic, prevention. addition, authors analyzed structured information on Russian foreign regulations from official websites WHO, Ministry Healthcare Federation, etc.
